Two reasons, for the first see Bazant et al.

and second. We assume the structure of the building is, as buildings often are and this one certainly is, 'symetric[sic]/patterened[sic]/evenly ..... spaced'

Though not as you say in the time domain (velocity is increasing).

We don't expect as Bazant does not expect, that every floor would give a jolt, we just say one may occur here, in other words this is, from Bazant, where a jolt might occur. We then look in the data to see if one (or more) has occurred, and we see no evidence that a jolt has occurred.
